Mailing list members are people that have registered for a given mailing list to receive regular emails, such as weekly newsletters. If the app that is used to administer the mailing list permits it, you can also authorize members manually, but in this case such emails may be considered unsolicited and reported as spam by the users. Traditionally, these members can unsubscribe from a mailing list by clicking on a hyperlink in the email messages they get, or you, being the mailing list administrator, can manually remove them if they ask for this or if you reach the decision that some of the mailing list members should not belong to the list any longer. Each mailing list member will see only their own email address in the "To" section of the messages they get, but not the addresses of the rest of the mailing list members.
